Why Consciousness Requires Agency, Not Just Information Integration

The Free energy principle, as Karl Friston emphasizes, is not a falsifiable theory but a principle — one either applies it or does not. When applied to consciousness, it yields a striking reframing: phenomenal experience is constitutively active. To see is to look; to hear is to listen. There is no passive registration of Qualia. The what-it-is-like-ness of experience is inseparable from the agentive process of soliciting information from the sensorium, including the interoceptive and proprioceptive sensorium. Consciousness, on this account, is not a state but an ongoing act of inference.

This position draws a sharp distinction from integrated information theory. IIT characterizes consciousness in terms of a system's intrinsic Causal Structure — its integrated information (Φ) — without requiring any asymmetry between observer and observed. The Free energy principle, by contrast, is fundamentally about the Markov blanket: the information represented on the inside is always about the outside. This Observer-Observed Distinction is not incidental but essential. Observation, in the technical sense, is what the Free energy principle formalizes.

The deeper claim is that consciousness requires a generative model with a specific recursive capacity — one that can assign precision to its own internal states, effectively attending to its own computations. This self-modeling capacity is what liberates an agent from the Specious Present, enabling temporal depth: the ability to represent counterfactual futures and reconstruct pasts. A system that merely minimizes free energy is not necessarily conscious. But a system whose generative model encompasses itself — one that can modulate its own inference — crosses a threshold into something meaningfully describable as experience.
